Government

Nagaram Empire stands under the sovereign rulership of the Empress!

Empress Chao Khun sa, 23 times empress, watcher of the seals, guardian of the desert, keeper of the crown!
The empress is absolute, she is the embodiment of the spirits of the fallen.
She is the one ruler in the empire, her words being the salvation or the axe that takes your life.

Defy her and you shall die. Cross her and you shall die. Disobey her and you shall die.
Stand in her way and you shall die. Disloyalty and you shall die. That is the law.

That is basically the foundation which the empire is built upon.
The empress, to her help, she has her 'loyal' and friendly first wizard, Chao-fa dur Kengan.

The empress

She is the 23 times empress. She is also very new on this post.
The empress is a young lovely lady around 28 years of age, and still having a lust for men.
She can also be very hot tempered if she doesn't get what she wants, but most of the time she is a good empress.

She is not one that strives for war and the misery that comes with it.
She was appointed empress 3 years ago at the age of 25, a few months before her mother died.
Her father is still alive but has grown very old and is not really fit to even guide her.
She is all alone in governing the empire.

The empire

The whole empire is a large blazingly hot desert, where only very small parts even contains grass or even water.
It is so large that it has been split into smaller provinces. See below.
Each province in turn have their own clans, such as the Clan of Warfare or Clan of Magical Advancement; see below.

The large fields of the Nagaram Empire are quite rich with levitating crystals, Core Crystals.
This is one of the reasons for the empires wealth and respect among other empires and kingdoms.

While the large deserts are deadly hot, employment of Zeppelins are used from time to time.

Religion in the empire

Around 200 years ago, the 11 times empress Chien Enlo sa Ruiken declared religion to be outlawed.
Anyone who openly practiced religion, any religion, would be put to death.
This rule was pushed down to all the provinces in Nagaram Empire.
During a four year period religious men and women where hunted and immediately put to death, as was the law.
This law was in effect for 270 years, before the 22 times empress, mother of the current empress, removed the law.
But 270 years is a long time, and old habbits die hard. It is still very dangerous to openly admit or practice religion within the empire.

Citizens of the empire

All the citizens of the Nagaram Empire is usually refered to as nag / nags. The native tongue is nagarian.

Provinces

Each province has its own overlord who governs his lands, based on the rules set by the empress.
This means that some things could be allowed in one province while banned in another.
In a few cases this becomes a problem, but unless the empress intervenes, the overlord can do as he wishes.

The Naga'der Province are governed by the Overlord Sheng Xifeng sa.

The Naushad-al Province are governed by the Overlord Yang su Wang.

Clans

Clan of Martial Warfare is under the control of the Warlord Leader Em-tar sa Ashur.
This clan is the symbol for war and advancements within its area.

Clan of Magical Advancement is under the rule of Ringleader Jingui Kareng su Lian.
The clans purpose is to put the empire at the head of magical research.

Clan of the Assembly represents the matter of common interest.
This clan is governed by the Grand Lord Yultang dur Sangat.
Example of areas governed by the assembly clan; farming, trading within the empire, citizen welfare and so on.

Clan of the Crown is responsible for the protection of the empress herself!
This is the smallest clan of them all. It is also the most respected and honorable clan one can be part of.
What honor could outshine the responsibility to protect the empress? None.
This clan is actually without a leader. They are instead following a strict codex to make sure the empress is protected.

One who is abandoned by his clan becomes clanless and is treated like an outcast.
An outcast is not welcomed unless he can regain and prove his honor.

Warfare

Warlord Em-tar sa Ashur, the highest ranking leader in the Clan of Martial Warfare.
Below him he has his Strike Leaders.

Because of the wast barren deserts in Nagaram Empire the militia doesn't really use normal horses.
They employ Ankheg (page 14 Monster Manual 1) and Dire Bat (page 62 Monster Manual 1).
The Ankhegs are fierce creatures and will only accept their appointed rider, anyone else will be seen as an enemy.
Same thing for the Dire Bat. These two creatures are well trained from birth.

In the hirarchy of the Nagaram Empire, the Warlord is second to the empress herself.

Other creatures of the empire

The sightsings of Hydras are rare, but they do exists in the Nagaram Empire.
Smaller groups of Ogres live up in the larger mountains, making it dangerous places for adventurers.
Nagaram Empire contains many long abandoned ruins. These places can contain the powers of undeath.
From time to time larger caravans are attacked by the feared Purple Worm.
Worgs stalks the plains during the nights, forcing any travelers to be prepared at all times.
If you stay longer times, or just have a bad luck, while up in the mountains, you might encounter a Wyvern.
